A police forensic investigation has reportedly recommended that former Police Minister Bheki Cele face criminal prosecution over alleged unlawful benefits linked to controversial businessman Vusimusi “Cat” Matlala.

According to the Sunday Times, a 370-page report compiled by SAPS Internal Audit and Risk and Integrity Management investigators examined financial records, communications and other evidence involving Matlala and companies linked to him.

Investigators reportedly identified a pattern of large cash withdrawals occurring shortly after meetings between Matlala and Cele. The report also alleges that Cele received access to a luxury penthouse at The Capital Menlyn Maine in Pretoria.

WhatsApp messages allegedly showed Matlala instructing hotel management to allow Cele access to the apartment, while keycard records reportedly confirmed its use.

Matlala previously alleged that he paid Cele R500,000 in cash on two occasions, claiming the money was linked to efforts to secure political assistance over police action and the controversial Medicare24 healthcare contract.

Cele has strongly denied receiving money and disputed the allegations. He has also questioned why his use of the penthouse should constitute a crime.

The report’s recommendation does not mean Cele has been found guilty or arrested. Criminal prosecution would still require a decision by the relevant prosecuting authorities.
