PHOENIX, DURBAN – ActionSA President Herman Mashaba has accused the eThekwini Municipality of not enforcing municipal bylaws. He claims that illegal land occupation and poor management are allowing blacklisted entities to operate freely in parts of Phoenix.

Mashaba made these comments during a visit to Centenary Park and Starwood Park in Ward 49, where he was joined by ActionSA leaders, councillors, and local residents. He stated that public spaces meant for community use, such as children’s parks, are at risk due to unauthorized developments.

He alleged that construction had started on a part of Centenary Park without the required approval, and it was only after ActionSA representatives and residents intervened that the work was halted. Mashaba also mentioned that frustrated residents have had to use their own funds to take legal action against developments they consider illegal.

Residents who participated in the visit expressed their worries about the alleged occupation of public land and called for better municipal oversight. Mashaba contended that ongoing failures to enforce municipal rules have led to a loss of public trust and the decline of community facilities.

He encouraged Phoenix residents to engage in the local government elections on 4 November 2026, stating that their votes will decide if the municipality continues with its current leadership or opts for a new governance approach. “On 4 November 2026, residents hold the power to vote for a party that will take action, eliminate corruption, and restore accountability,” Mashaba stated.

At the time of publication, the eThekwini Municipality had not responded to the allegations.
