President Cyril Ramaphosa has appointed Dr Johnstone Makhubu as the new Commissioner of the South African Revenue Service (SARS), effective from 1 May 2026.
Dr Makhubu will serve a five-year term, taking over from Edward Kieswetter, who leaves behind an impressive legacy. Under Kieswetter’s leadership, SARS collected a record R2.010 trillion in the previous fiscal year, setting a high benchmark for his successor.
The appointment places significant responsibility on Dr Makhubu, who is expected to maintain and grow revenue collection while strengthening the institution. However, he is not new to SARS operations. He currently serves as Deputy Commissioner and has extensive experience within the organisation.
Dr Makhubu is academically well-qualified, holding a PhD in Leadership, a Master’s in Business Leadership, and a Bachelor of Economics. These credentials are expected to support his role as he navigates complex financial and administrative challenges.
One of his immediate priorities will be tackling the illicit economy, which continues to undermine tax compliance and reduce government revenue.
Analysts say his success will depend on strengthening enforcement, improving taxpayer trust, and building on the solid foundation left by his predecessor.
